Planning History
Millers Quay is the first residential development on Birkenhead’s former East Float dock and received unanimous approval in 2019. Its position is integral to paving the way for the creation of a new neighbourhood along Northbank – at the time, the largest urban regeneration scheme of its kind in the UK.
The project aimed to transform the existing brownfield site into a sustainable location for local and international businesses, creating
more than 20,000 permanent jobs for the Liverpool City region, plus of fering a breadth of new housing opportunities Wirral Waters was designated Enterprise Zone status in 2011.
The Millers Quay project has received the BTR (Build to rent) Development of the Year award at the Insider Northwest Residential Property Awards 2025, along with the Schüco Excellence Award 2025, recognizing its innovative brownfield regeneration, sustainable design, and significant positive impact on the local community and economy. The scheme is a landmark £130m residential development in Wirral Waters, comprising 500 apartments, praised for its response to location, sustainability, and public-private partnership.
Sustainability
All buildings across the Wirral Waters regeneration project are targeting BREEAM Excellent, including Millers Quay, as well as significant bio-diversity improvements with the planting of more than 1,600 trees so far.
Millers Quay uses a range of energy efficiency and low-carbon technologies to reduce carbon emissions, including solar power systems, air source heat pumps, and electric vehicle charging points. In addition, Sustainable Urban Drainage is used to manage surface water from the site into the Docks by providing rain gardens, climate-tolerant planting and tree pits designed to accommodate a 1 in 100-year storm.
Background
This Project originally was a typical electric hot water cylinder, MVHR with electric panel heaters. The client’s mindset shifted and wanted to achieve an EPC B and bring some renewables to the area and also the development.
Crookes Walker Consulting working alongside KERS produced a specification to meet the clients and project’s needs. Utilizing the highly efficient all in one KERS MEV Hot Water Cylinder Heat Pump to look after their hot water and ventilation requirements with one unit.
This worked alongside electric heating, giving the B rating the scheme required. KERS delivered the program to HE Simms, working alongside them throughout. Regular visits to site to support the team on site to completion. KERS also carried out the commissioning for the ventilation and hot water, providing peace of mind with KERS own in-house engineers supporting for sign off for building control.
Not only did the client get their prestigious highly efficient apartments, but they also actually reduced their costs per apartment, by utilizing an all-in-one product solution for ventilation and hot water. This project has since won numerous awards including in 2023 and recently in 2025 the BTR Project of the year.
